health insurance fine

Somehow I missed this in all the political debate -- there's a fine for individuals not buying health insurance? Wha?

I mean, I can understand there's some kind of motivation for something to make sure people get preventative care instead of more expensive, uh, post-preventative care, but it doesn't seem like that's what such a fine actually accomplishes (and I can't find any actual discussion for the motivation behind it in a couple of minutes of googling), and moreover the fine seems sort of the exact opposite of the "socialist" thing universal health care tends to get sold as.

I mean, a campaign promise of "I promise a chicken in every pot -- because you'll all have to buy a chicken and put it in your pot, and if you don't you'll pay a fine"... is that actually laudatory?

What am I still missing?
