Dig My Own Grave

So country A has a problem with country B. Perhaps they're concerned about the economic stranglehold country B has over them; perhaps they feel it's inevitable that country B will be at war with them eventually. It's hard to know from here what the leaders of country A are really thinking.

For whatever reason, country A unilaterally goes to war with country B.

Country B happens to be in the possession of weapons of mass destruction. Is it appropriate, acceptable, reasonable, moral, for country B to use those weapons against the civilian population of country A?

According to the US Government, the answer is, in fact, yes--if I haven't entirely misrepresented the scenario that led to the bombings of Hiroshima and Nagasaki.
